I'm not sure if it's true or not. they are saying the cap will be 250 gig and it will affect 1% of it's users (that's us). It does not say it will break that cap and we have not received anything in the mail from comcast stating this. The ABC news article is the first time I have heard of it.

Not only did they do that They PAID people to fill up the hearings so that disgruntled people could not come in and voice their displeasure.
I dumped Comcast last week for AT&T. We are having a ping issue we never had before and they are trying to sort it out.

They don't say explicitly if that cap is download only, down/up combined, nor do they claim there is anyway to monitor your usage from your customer account page, until they call you and say "hey, cut it out".
But as comparison, if I 100% max my upload (768kbps on the speed tier)
i cannot upload more than 250GB per month. If I max my download 100% for a month however, I could theoretically move 2.5TB, effectively saying I can only use 10% of my line.
